Effective Oct. 1st, 2009 saltwater anglers in New York will be required to obtain a fishing license under the new state budget.
The fees for residents would be $10 a year, $8 for a week and $4 for a
day. These are lower than proposed by the governor, and the money
generated would go to marine conservation and regulation rather than
the general fund under a compromise advocated by Assembly members and
fishing groups. There is also a $150 lifetime license.

National Oceanic and Atmospheric Administration (NOAA)
postpones the saltwater angler registry until 2010. This gives time for the coastal states to
comply with NOAA's registry's requirements in their existing state saltwater
fishing licenses or develop new state saltwater fishing license where none
existed before.
